Stalled Gateways, Silent Sites and Why Now’s the Time to Prepare

If your Q1 feels quieter than expected, you’re not alone.
Across the UK construction sector, delayed approvals, and backlogged Gateway Two applications have slowed the pace of new work, especially in the fit-out and finishes space. After years of ramping up for compliance, many contractors are now waiting for the regulatory gates to fully reopen. But make no mistake: the silence is temporary.
As Iain McIlwee of the Finishes and Interiors Sector (FIS) recently put it in SpecFinish magazine:
“The Health and Safety Executive is no longer holding the reins of construction regulation; the independent Building Safety Regulator is now established and has made a strong start clearing Gateway 2 backlogs… They’ve made bold statements about efficiency in 2026, which could help unlock much-needed work.”
In short, the industry is holding its breath. And when the approvals begin flowing, which they’re expected to from Q2 onwards, those who are prepared will be the ones who move fastest.
The Numbers Confirm What We’re Feeling
The January 2026 Glenigan Construction Review reflects the reality on the ground:
Project starts are down 20% year-on-year
Main contract awards dropped 11%
Detailed planning approvals fell by 8%
Some sectors are even more affected:
Housing approvals are down 38%
Retail project starts have fallen 31% (with awards down 54%)
Health and education approvals fell by 63% and 29% respectively
It’s a clear picture: projects are paused, not cancelled and when they return, it’ll happen fast.
What Contractors Are Doing Now
As Phil Lewis, Managing Director of Taylor Hart, explains:
“Like many in the fit-out sector, we’ve seen projects that were expected to start in January pushed back by regulatory backlogs, in some cases, with no confirmed start date yet which is frustrating, especially when you’ve priced and planned your projects for Q1. But we’ve not been standing still. Having already sharpened our internal systems by using tools like TRAPPCO, to digitise our inductions, site attendance and QA, when the approvals land and work starts flowing again, as it looks set to from late Q2 onwards, we can hit the ground running confident that we're ready to deliver faster and with full compliance.”
That’s the mindset: not standing still but preparing to accelerate.
How TRAPPCO Helps You Use This Time Wisely
TRAPPCO is designed to support that readiness. Our platform allows construction businesses to:
Digitise inductions and attendance records, using your existing forms
Track workforce competence and certification status, including expiry alerts
Maintain a real-time audit trail, covering onboarding, site presence, and QA handovers
When the backlog clears, there’ll be no time to waste chasing paperwork or onboarding inefficiencies. Your systems need to be ready, not just to operate, but to prove compliance and competence from day one.
This pause isn’t a stop, it’s a strategic window
Use it to get your teams, your documentation, and your digital systems in place.
Because when the green light comes, TRAPPCO ensures you’re not catching up.
You’re leading.
